IE6 and Activation Don't work

I have had serious issues lately with a machine where IE6 came to an almost
stop onan XP Home based machine. (huge delays between screens) I tried to
reinstall Service Pack 2, but could not do this successfully. I ended up
upgrading the machine to Windows XP professional. The problem did not go
away, however now I need to activate Windows professional and clicking on the
activte icons get a momentary hourglass and then the system just returns to
an idle screen (although the Activate process is taking about 30% of the CPU
performance). I installed Firefox to communicate and that works great.

The clock is now ticking, Microsoft does not acknowledge the new install and
says "call the manufacturer", I can't activate. I need to fix this issue.

Is there a configuration somewhere that could have done this? I have
scanned for spyware and viruses. Did I corrupt a DLL or some other file?

Did you upgrade using a conventional "Retail Upgrade Version"
of Windows XP Professional that came in a sealed blue box?

I am a registered partner and used a copy from the Action Pack. It is a
fully valid version from Microsoft. I can't even get the activation dialog
to launch to try activation. When I click on activate (either in the tray or
in "programs/Accessories/System Tools") I just get a 5 second Hourglass and
then nothing, however the process MSOOBE runs in the background and consumes
about 25% of the processor bandwidth and never goes away.

I theorize that running a registry cleaning tool might have removed a
registry entry in the past, but that is just a thought. I have no way of
knowing what was removed, altered or corrupted. If upgrading the OS didn't
do it, I can only think that I would need to blow away the OS and start from
scratch, but that would be a one or two day effort as there is so much on
this machine.
