IE won't go to URL when I click on a link

Just in last week I have trouble when trying to click on a
link within a site and it does not "go" anywhere nor does
another IE open up tp take me to that URL.

Also, in Task manager you can see the CPU is running 100%
(this is a new laptop - Dell) when I end task of the IE
then it gets immediately quiet. I also have a small box
show up at the end when trying to close my computer that
says IEXPLORER.EXE can't shut down and I have to hit it
three times to shut it down. Some techies have looked
very briefly and said something is running that is causing
it but left me in the lurch - help!

IEXPLORER.EXE is not from Microsoft but from a parasite.
