IE shortcut and toolbars missing.

I recently installed service pack 2, and it seemed all was
working fine, until i restarted my laptop, i then realised
that the shortcut to the internet was missing aswell as my
toolbars on the page. The toolbars have actually been
disabled. In the "Manage Add-Ons" box i cant even enable
the toolbars because they are unclickable.

PLEASE HELP!!!!!

What happens when you use the Manage Addons dialog?

"This add-on is managed by your Administrator" message while managing an
add-on in Windows XP SP2:
