Missing toolbars

This morning, all the IE toolbars were missing. I cannot
navigate. Only my home page was visible with the blue
identification bar at the top. The usual File, Edit,
History, etc. dropdown menu options were gone as were the
toolbars. Have rebooted twice to no avail. Have
reinstalled IE6 SP1 to no avail. My ISP doesn't have a
clue. Any guidance on this really troublesome problem.
