IE Redirects and Jumps....

I keep getting redirected back to my start/home page when
trying to access certain web sites.

In addition, when I try to view certain web pages as the
page tries to load, it "jumps" and all I end up seeing is
a blank page. It never actually loads it just keeps trying
to load over and over again.

I have also noticed something strange going on with my
Outlook Express that is kind of hard to describe, but it
will sometimes freeze in the middle of replying to a
message and when you scroll up or down in the preview pane
the scroll bar gets stuck.

Are these problems related? Anyone know how to fix them? I
recently had to fix a bad scr56en.dll file, would that
have anything to do with it?

The first thing to do is to scan your system for the possibility of
unknown\unwanted spyware or parasites that may be causing your problem(s).

Ok, did that. Wasn't much to get rid of. Hasn't fixed the
problem. I am still being redirected and the "jumping"
appears to happening on mostly secure web sites, but not
all of those that I visit.
Now What?
