IE opens, does nothing and then a minute or so later loads page

Having trouble figuring this out. Clicking on IE, the window opens but
does nothing. Page is blank and the flying window is doing nothing.
Entire computer locks up. Then after about a minute the home page
loads and other pages work fine from there unless you click to open the
page in a new window. This causes the same thing to happen.

Virus scan came back clean.
Spy scans came back clean.
Cleared temp files and reset all IE settings.
Ran sfc.exe.
Did not see anything strange in Add-ons.
Other apps that use the net work fine.
Does same thing in safe mode with networking.

I'm thinking IE has taken a turn for the worse. Trying to keep from
doing an OS reload here. Any thoughts, suggestions?

You don't mention the version of Windows you are using, but, try the
following and see if it helps:

Also totally clear your TIF and History files. If they are too large, or
their respective hidden
index.dat files are too large or damaged/corrupted, it can take IE a long
time to start as it reads through those files when first starting:

It's not so much the total size of the cache as it is the index.dat file
within the folder that doesn't really get cleared when emptying the TIF via
IE. You'll have to totally delete the TIF and History folders to get those
index.dat files - per the link I previously posted. Or CCleaner does a good
job:
