IE now errors out and I can't find how to reinstall or repair

My system is Win Server 2003 set up as a development machine.
Recently my IE stopped running. When I try to start it I'm
getting the following error message:

Faulting application IEXPLORE.EXE, version 6.0.3790.0,
faulting module syser.dll, version 0.0.0.0, fault address
0x00013445.

I've tried to find a way to reinstall but when I try to
install 6.0 sp1 I get a message telling me I have a newer
version and can't install 6.0 SP1. I can't find away to
uninstall or reinstall IE. Help please! I've resorted to
using Mozilla to get around the web....

Soem of the suggestions on the site worked for me.
Specifically disabling third party plugins. Seems that
there is some piece hanging on.

syser.dll does not appear to be a Microsoft file. First eliminate any
scumware.

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each needs to be updated before every use, even when just
downloaded. There's also a lot more to do than just those two programs.
