IE not remembering advanced internet options

i am on ie 6.0.2800.1106
i need the script debugging option to ALWAYS ON.
i go to internet options ->advanced-> and check off the disable script
debugging. this works and i can debug javascript errors. however when i
reboot the machine, the check boxes all revert back to their original
settings (ie, disable script debugging is checked on).
i cannot get the settings to persist, so everyday i have to do this in the
morning which is a pain.
i have spybot running and symantec antivirus running all the time. i have
tried this with those closed also. doesn't work. i always loose the
settings.

any ideas ?

Perhaps Spybot Tea Timer and/or another setting is disallowing the change?

In addition to Robear's post, make sure you don't have this registry
restriction:
