IE Cannot Reach Certain Pages, tracert succeeds

Brand new, home-built computer with WinXP Pro. For the last couple of weeks,
I've been having problems connecting to certain pages, or some pages will
only half-load. The pages that I can't connect to give me a standard DNS
error, and it appears to be consistently certain pages. When I tracert the
site in question, I get a fully complete route to the site with typical
speeds. I've also tried different browsers with no success, so I'm reluctant
to blame IE.

VOIP is also unaffected during the "outages".

Please help!

Thanks for the links...let me walk you through what I've done.

ipconfig /flushdns --- Didn't work.
Cleaned out cache, history, and cookies.
msconfig - startup --- removed everything but antivirus
msconfig - services --- removed all non-microsoft services
reboot --- Didn't work.
ipconfig /flushdns again --- Didn't work.

reran tracert to www.adp.com (one of the problem sites). Tracert is still
okay. From tracert, I copied the IP address for adp.com and pasted that in
my browser window...still didn't work.

Trying to access adp.com never gives me anything, it just "could not be
found". Other sites, like Ebay, load half the page and then never finish.
Still other sites pause for 5-10 seconds before loading, and then they load
fine.

I'm at my wits end!!!
HELP!!
