IE 6 Restrictions

When I click on tools, internet options. i get an
error "This operation has been cancelled due to
restrictions in effect on this computer. Please contact
yhour system administrator." This computer is running
windows xp home edition. It is in my home and not
connected to a network. I am the only user on this
computer. What is wrong? Any ideas?

Do you have Spybot Search & Destroy installed?
If so>start>programs>SS&D (advanced mode)>immunise>uncheck the 3 items at
the bottom.
