IE 6: links to new windows will not load

Using IE 6 or other browsers, i can not open any link that
causes a new browser to be opened. Regardless of whether
the link is programed to open a new window or if i right
click and choose open in new window, the new window
appears, with the title bar, but everything else is
clear. the frame for the window appears, but nothing
fills it, it hangs or freezes. If i have chosen to "open
in new window" the standard buttons and address bar
appear. I am able to hit stop and refresh and the page
loads. I have norton antivirus, spybot and lavasoft.
what is going on?
