IE 6 browser link windows don't display after attempted link.l

Recently, I was unable to link to information source after
being prompted to click to a link in another window. IE6
browser link window, running under Windows 98SE, will not
display information. The page is blank, the address is
blank, no error messages. If I press stop and refresh,
information appears in address bar, window opens naturally.
Why? How can this be corrected? Is this a problem
with IE6? SP1 version, and another system without SP1
updated security patches produce same problem.
1. Problem with IE6? 2. Problem with IE6 setting?
3. Is there a corrupt file? Is this a virus or worm
issue? Or is this related to overall security issue, where
Microsoft will not permit link windows because of perceived
threat of IP server? Something else?
