ICS service stops working

Hi,

Pattern:

Win2k server uses ADSL modem to connect to internet and provides
internet connection to networked computers (WinXP) via ICS.

Everything worked fine for a long time.

Problem:

Some days ago ICS started to go down.

I restart ICS service - it works for 10-15 minutes - then service
stops.

Event logs don't give any clues for me (there are errors like DNS proxy
cannot be bound to 192.168.0.1 and that's all).

Any ideas what can be the reason and how can I fix it?

This might be caused by another computer on the network using the same
IP?
make sure no other computer is using the IP 192.168.0.1
