ICS on Windows Server 2003 gets "Page Cannot be displayed

Have set up ICS on Windows 2003 Server get "page cannot
be displayed" can't find server screen. This is a non
NAT setup and both host/clients fail. Can patch cable
modem to an XP client and setup same for direct connect
to internet(no net) and all is well. I followed MKB
Article 324286(several times) and still the same problem.
the only thing that I believe may be the problem, is that
this server is setup for DHCP. If I disable will this fix?

You should not use ICS on a server running dhcp as per KB link below. You can set up
NAT via rras and it is very easy to setup or use a cable modem/router, preferrably a
SPI firewall. --- Steve
