Icons on desktop and task bar are grainy

Hello,

A few days ago the icons on my Windows 2000 desktop and task bar as well as
folders and other icons in other places changed to a very grainy appearance
and the colors are wrong in many of them. Desktop background is okay, view in
all applications is okay. The icons look as if they do before you have
installed your video card drivers, but everything is the correct size on the
desktop. I can provide a screen capture so that anyone can see what I am
talking about. I had this problem a couple years ago and installed a utility
of some sort which fixed it )in a previous install) but I can't remember what
it is. I have reinstalled my miniport AGP drivers and my ATI Radeon drivers
to no avail. The problem seems to be at a Windows 2000 level at this point,
not the video card or drivers.
