iconcache.db disappeared

My desktop icons were taking too long to refresh (10 seconds) so I deleted
iconcache.db and changed the registry
HKLM\software\micorosoft\windows\curentversion\explorer to 3000(decimal). Now
after rebooting several times, the above registry entry reverted back to 2000
and there is no iconcache.db file. I know it is a hidden file , but I have
the option set to display hidden files.

Also now, the icons still take about 10 seconds to refresh.

Anybody know anything about this?

You could try repairing your icons with Tweak UI (a part of Windows
Powertoys).

Are you rebooting in the standard fashion?
i.e. are you using "Start-Turn off your computer" or some other
method?
If any other method, then try the standard way.
