How do I import accounts in the *.iaf format (exported from Outlook 2000) to
Outlook 2003?

You can't. The importing/exporting of accounts has been dropped. It has been
replaced by the Save My Settings Wizard which backups "all" Office settings

The version of Windows is not the issue but the version of Outlook. Outlook
2003 cannot import settings from Outlook 2000. You'll need to setup the
accounts manually. This is also better practise in the case of an upgrade as
not all settings are compatible and upgrading leaves some clutter in the
registry

Are you sure about this? It seems quite strange to me that Microsoft can't
make their own products compatible with them selves!?!

No, this is correct. With version upgrades you're always left with some
registry keys since options are dropped, extended or added in new versions.
This applies especially to Mail Profiles; Outlook 2000 has different
installations modes to make certain account types and options available
where this has been dropped since Outlook 2002.
