I still need video capture help PLEASE

Every time I click on the capture video button I get a messeage that reads:
Video device is currently in use. Close any other device that is using the
device and try again. Then I click OK, then get a new warning that reads: The
video device cannot be used at this time because there has been an error when
starting the device.

I don't understand what's happening here? I am trying to capture video from
my 8mm camcorder and and I am using my video card which is an ATI
All-In-Wonder 128 Pro AGP, my system is P4 2.4G, 512 RAM.

Please help

I believe that is an MPEG-2 capture card, which won't work
with Movie Maker.

You should be able to capture directly to an MPEG-2
file, using ATI Multimedia Center software. You can
