I often receive "Delivery Status Notification (Failure)" email. What is it?

I often receive the "Delivery Status Notification (Failure)" email from the
person I don't know. What is it? Is it a virus email? Is it a local virus
on my machine?

Nope, it's most likely a virus that pretends to be you. When it sends to an
non-existend recipient you'll get the failure message. A virus takes random
addresses that it finds on the infected machine.

I get Delivery Status Notifications all the time for
messages I never sent to people I don't know. Is some
spammer spamming through me?

Nope, you should be able to set a message rule though so they get delivered
to another folder.
