We have static ip's asigned to our network. I have several people that have
to dial a connection to access government programs but recently when we
switched out there computer and they dialout, they lose there lan connection
and cannot work or connect to servers on the lan.

Can anyone help me figure this issue out

In the advanced tcp/ip properties of the dialup connection there is a
box you need to uncheck which says use default gateway on remote
network.
