i do not have "blank database" in my task pane

i created a new page and my instructions for creating a password database
says to select "blank database" in the task pane. I do not have this option.
Please help.

What instructions? FrontPage cannot create a blank database, though it can
create a non-blank database, with tables, using the Database Results
Wizard - but the wizard does not use any task panes.
