i can recieve but not send

im using windows mail and my server is road runner they told me to put
pop-server.carolina.rr.com and smtp-server.carolina.rr.com but they still
wont wont this is the error message that i get **The connection to the server
has failed. Subject 'let me know if you get this', Account:
'pop-server.carolina.rr.com', Server: 'smtp-server.carolina.rr.com',
Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number:

Ask rr.com for their full instructions for setting up to use their email
servers.
If they haven't written instructions for Windows Mail yet, use their
instructions for Outlook Express but under Windows Mail instead. The
instructions are probably somewhere on their web site.

I assume you are using a connection to the server that goes through only
rr.com's equipment. If not, connections to port 25 are often blocked
to cause trouble for spammers. If this happened to you, try using the
outgoing email server of the first internet provider in the connection
instead. Or, could ask rr.com if their outgoing email server listens to
any other port besides port 25 for outgoing mail, and if so how to
switch to the other port.
