Did you set up your new email address in Windows Mail?
(Tools, Accounts, Add...)
If so, what happens when you click on the Send/Recv button?
If you get an error message, copy it and paste it into a reply here.

In the error message you included there should have been a
sentence prior to that, perhaps something like:
"The operation was cancelled by the user."

By any chance do you have an antivirus program that is
scanning email? That function should be turned off, see
http://www.oehelp.com/OETips.aspx#3
If you have McAfee or Norton antivirus, uninstall them and
replace with something better.

i tryed turing off the anitvirus and it still dont work it also keeps coming
up i have to put a user name and password i have tryed all sorts do you know
why it keeps coming up

How did you "turn off" your antivirus? If it is McAfee or Norton,
they will need to be uninstalled completely.

If it keeps asking you for the username and password, it
means that account has been corrupted by your antivirus.
Create a new account with the same information, then delete
the old account.

Unfortunately this is a common bug with Windows Mail.
Once you get a 'ghost' email stuck in the Outbox, and
it won't let you send anything, your options are quite limited.
If you don't feel comfortable doing the database deletion/regeneration
method that has been posted here numerous times, then your
only remaining option is to install and use a different email program.
Mozilla Thunderbird is free:

There are two copies of WindowsMail.MSMessageStore, One in
%USERPROFILE%\AppData\Microsoft\Windows Mail
and one in
%USERPROFILE%\AppData\Microsoft\Windows Mail\Backup\New
If you delete both of these the database will be rebuilt. However, while no
messages should be lost, some may be downloaded again and you may lose some
record of which have been read. I recommend that you only do this when they
are causing you trouble, like when they are in the Outbox. Otherwise I now
just mark them as read and ignore them.

If this doesn't work for you or you're afraid to try it, use a different
program like Thunderbird, which is free.

That site appears to be for non-US users. The OP is in the US.
We know that free Yahoo accounts in the US don't have POP access.
