I found this article
http://support.microsoft.com/default.aspx?scid=kb;en-us;166389 related to my
problem.

When you double-click a file that is associated with a program, the program
may start but you may receive the following error message
Cannot find file <file path> (or one of its components).
Check to ensure the path and filename are correct and that all required
libraries are available.
where <file path> is the path to the file being loaded. When you click OK,
the file is loaded correctly.

However my OS is Windows 2000 and it seems only for Office apps. Does not
occur for .pdf for example.

There was an issue with Office 97 that sounds similar to the issue you're
seeing. It's documented in Knowledge Base article 201601 OFF97: Errors
Opening File with Long File Name (http://support.microsoft.com/?id=201601).
Take a look at it and see if the workaround resolves the issue.
