How to turn off autoblocking pictures

I receive Emails in Outlook 2003 with the pictures blocked and a Red X in a
box appears. I have tried repeatedly using the HELP menuu to no avail. How do
I fix this?

I have tried this but I do not get the menu which shows Download Pictures.

Are these pictures embedded or stored on a web server? Ask the sender of the
message if you do not know. Outlook only blocks images that are coming from
a web server. When you get a red X for embedded images some corruption is
going on.
