How to stop taskbar from coming off auto hide

How can you stop the taskbar from coming off auto hide when a program like an
im makes a program active? on older OS it could be set so it stays hidden
until i move a mouse over it.

Also how can you stop the buttons from flashing at all

If you set 'keep taskbar in front of other windows' off then even if it does
unhide by itself then you perhaps wont see it

You can use tweakui to stop flashing but then programs gain the focus
