how to stop outlook 2007 from synchronizing folders?

Outlook 07 randomly "synchronizes folders." I don't know what this means but
it stops all sending/receiving of emails until it's finished which takes
forever. How do I stop this from happening?

Yes, and sometimes the progress monitor starts to show reconnection at a
terrible rate, something like 10 times a second or more.
