How to start up with My Shortcuts active?

Is there a way to start up with My Shortcuts active rather than Outlook
Shortcuts? It seems like a minor nuisance, but I have to do it so often...

No current version of Outlook use "My Shortcuts"
One must wonder what version of Outlook you are using.

Does that mean I have to shell out another hundred bucks for an upgrade?
