How to shorten REALLY long file names

I have MP3 file names I cannot change. They are too long.
I can't delete them either.
I would prefer to shorten then rather than delete them.
How can I do this in XP?

Im not too sure what you mean you cant shorten them
because they are too long, but if the case is that the
system they were made on recognised longer file names
than yours then a work around could be to get a copy
of "Audiocity" it is a free audio editor it might allow
you to open the file then save as to another file name,
to edit mp3's you have to search on google for a dll
needed to code and decode mp3's, it is also free and
available because I found one recently but I cant
remember where sorry.

The file was downloaded and saved to the same machine and OS, XP.
then a work around could be to get a copy

Can't open the file. Can't delete the file, but I can move the file but not to
the recycle bin..
