How to setup URL links for all users in Win XP Pro/Home

How do I set up URL links for every user account without changing the
default Favorites folder for each user, like the default Win XP links that
are already setup on a regular installation (i.e. MSN.Com; Radio Station
Guide; Customize Links; Free Hotmail; Windows; Windows Marketplace; Windows
Media).

You could also add them to the Documents and Settings\All
Users\Favorites folder, that way they would apply to all currently
created profiles as well as any new ones that are created.

I did add them to the Default User folder and to All Users folders, but no
luck. The URLs shortcuts still not showing up on any of the accounts.

I placed the shortcuts in "C:\Documents and Settings\All Users\Favorites",
then I reset the security on them so it will inherit the permissions from
the parent folder, but still no signs of them in the Administrator account
or any other accounts.
