How to set default country code

I would like to change the default setting for my country
code..it always comes up as Location United States (1)

Start | Control Panel | Phone and modem options.
There you can change your location and the code.

Thanks..I did that..& it works from Australia & other countries but not
from Canada I guess coz its the same country code ie 1
it's very annoying to have United States as default coz its so far away on
the dropdown list from Canada which I want to be the first..
No big deal..I really like having the fax back on XP.
