How do I invoice a cost to a custom built MS Access Accounting Database?

I built an Accounting Database System which will be used by Government funded Schools in my country based on specification provided. It is a custom built system and i am ask to do up a contract for this project to be rolled out. I need assist on how I can factor cost in the contract document of this project and so can someone assist me. My email address is (e-mail address removed).
