How to restrict non administrators from accessing MMC(Microsoft managemanet Cons

We are running windows 2000 and windows 2003 servers.

I would like to know How to restrict non administrators
from accessing MMC(Microsoft managemanet Console) from a
remote PC.

I can see that users can simply get into MMC of a remote PC
by right clicking on local MMC and using "Connect to "
option.
