How to resize digital Still image to smaller storage?

My Friend are using XP Professional edition, they can
right click on the picture to resize the picture without
using any photo editing software, why can't my xp work??

Image Resizer will work for JPG & TIF files (as will commercial graphics
programs)
but bear this in mind. The file from your digital camera is your
'photographic negative'.
If you shrink it to save storage, you will be throwing away photographic
information, e.g. pixels. If you don't save the originals on hard disc or
other media, such as a CD,
you may be unable to make a satisfactory print of the size you want.
