How to ping a router behind a router ?

Dear Sir/Miss,

My company have 2 sites , one is 10.144.9.1~254 with a VPN router
10.144.9.11 connect to the other site's 10.16.15.1~254 with another VNP
router 10.16.15.11
We can ping each every workstations right now !

But lately , our company's site 2 had added another VNP router 10.16.15.1
for admin function from my home , but I can't ping 10.16.15.1 from the
10.144.9.1~254 workstaions , why ?
Can anybody tell me how to add a router command and let me can ping the
10.16.15.1 router from the 10.144.9.1~254 workstations ? Thanks very much !

Not without knowing which make, model and OS version if applicable of the
router.
