How to open a doc with no writing privileges (Word Viewer 2003)

I would like to open from my own program, a doc file but with no write
privileges. I can open the document with the read only option but I
would like a behaviour like PDF.
I found Word Viewer 2003 and I got really excited but after I tried
for a while I saw on the File menu the option "Open for editing"! That
really disappointed me because I don't want the users to open for
writing.
Does anyone know how to disable that or are you aware of any other way
I can open those files in a "safe mode for me". Something I can
guarantee that they will never be able to change the documents.

Convert them to PDF is the obvious answer. A Word document is inherently
editable (so is a PDF for that matter, but only with more effort).
Ultimately there's nothing you can do if a user really wants to edit any
document that you let them see.
