how to encrypt text in a diary entry when inviting a user?

I regularly set up meetings and appointments with other users where merely
the purpose or content of the meeting is very sensitive. Attaching encrypted
documents deals with particular problems but even the subject line of the
diary entry may "give away" confidential info when "inviting" others to the
meeting.
How can the free text, subject line and location be encrypted when simply
settingup the calendar entry and then submitting to participants.
Although not the example, pretend that i was a police officer wanting to set
up meetings about "Smith" a well known criminal - how to send the item which
will open on the receivers end without difficulty but not #"readable" on its
way to the destination and how even to ensure only a person with a "reader
ability" can even "see it" to open it? I have searched everywhere without
success. Can outlook do it or is there another way - Exchange and VPN is not
an option

Outlook does not have any way to do what you describe.

It may be possible to enable this, but it will be tricky. If you'd like
to work with me on such a solution, my contact information is easy to find.

It will likely involve custom programming on Exchange 2007 platform and
using GPG to create encrypted ICS documents.
