How to disable Internet Options in IE and Control Panel in WinXP?

Hi,
I would like to know is there any way to disable the Internet Options which
in IE and Control Panel in Win XP? I need to prevent from some unauthorised
user to alter the settings inside.

Dougknox's security console has some ie limiting features. I dont know how
easy they can be over ridden. If you specify what you want to do someone
here might be able to help you more specifically.
