how to create a new Contacts List?

I want to create a new Contacts List by parsing out files from my current
Contacts List. How do I select them and create a Contacts List of only those
I want to see? I don't want to create a Distribution List.

Have you tried adding a category to the particular contacts then creating a
view that only shows those?

Outlook has nothing called a "Contact List". It has contact folders and you
can always create as many as you want with File>New>Folder, specifying that
the folder should contain contact items. I think Vince's idea is even
better.
