How to convert ATI's VCR video formats to something else?

I would like to take part of the/whole video and use it in Adobe
Premiere/Virtual Dub/whatever. How do I do that?

Right click on it in ATI Library and select "Export to MPEG-2". Then
you can edit it in other apps.

Is ATI Library in File Player? That is what application brings up when
I double click on VCR files in Windows' Explorer. :)
