There are a few different approaches to this but probably the simplest is to
right click the slide -> background -> tick 'omit background graphics from
master'. If that doesn't work for you (for example if a fill technique has
been used rather than elements on a background) then post back and be sure
to include your version.
You need to create a title master. Please let us know what version of
PowerPoint you have.
