How Does XP Assign Drive Letters?

I don't have a problem, per se, I just want to find out how XP (SP2) works.

I just installed a dvd burner. I also have a dvd-rom. The dvd-rom is the
master on the secondary ide controller, the burner is the slave.

However, the ROM drive has been assigned G: and the burner has been assigned
F: I would have thought that the first device, the master, would get the
lowest drive letter.

Everything works, and I know how but don't want to mess around with
reassigning drive letters, so can anyone tell me how XP actually assigns
drive letters?
