How do you unlock a form created in Word 97?

I just upgraded to Word 2007 and all of the forms I created in Word 97 are
locked and uneditable. According to Word Help, I should be able to alter this
setting in Properties in the Controls box under Developer. Unfortunately,
Properties is grayed out so I can't access the menu. I have a lot of forms
and this is a huge problem if I can't edit any of the formats. Any
suggestions?

On either the Review or Developer tab, click Protect Document. (If a menu
then displays, click "Restrict Formatting and Editing") then on the Restrict
Formatting and Editing task pane, click Stop Protection.
