How do I use video as a background in Powerpoint 2003

I have a wmv file that has motion in it that I want to place text over the
top of. When I do this, the text shows up in the slide view, but when I go
to the powerpoint, the animation begins moving and the text disappears. Is
there a way to keep the caption up while the animation continues to move?

Nope (not a capability innate to PowerPoint). If you want the text to show
you'll have to place it to the sides, top or bottom of the video.

Movies always play on top of all PPT content. The there are a few options.
