How do I set a clip as a motion background?

I have 2003 and I downloaded some Window's Media files as "motion
backgrounds." I typed text over them, but when I view the presentation the
text disappears and all I see is the animated background. How do I do this?

In PowerPoint, you can't place text or object over a video. Video clip will
always be on top.
