how do i stop message that active x is turned off

in Outlook when i open to write a new message i get the annoying message that
active x is turned off and message may not display properly..
this appears every time and there is no reference to why this is happening.

how do i stop this message.

Enable ActiveX in the appropriate Internet Zone.

If enabling active x increases the security risk, why should the first choice
be to lower secuity? Is there not a way to get rid of the annoying message
without sacrificing security?

And what is active x anyway?
