How do I show holidays as all day events

I set outlook to show holidays on my calendar, and modified my calendar file
to show office "important dates", however, when they are shown on the
calendar, they appear across the top of the day rather than blocking off the
whole day. We would like to have the whole day blocked off automatically.
Is there a way to modify the holiday file to tell it to block off the whole
day for a holiday?

No, there's no automatic way to change the holiday handling. You can change
the events to show as Busy to block off the day as unavailable.
