Often people overlook the last part of the instructions...

* Did you click 'Save Changes' after enabling POP in Google Mail? To ensure
that Google Mail can communicate with your mail client, make sure you click
'Save Changes' on the 'Forwarding and POP' tab in your Google Mail settings.

How do I enable POP?
You can retrieve your Google Mail messages with a client or device that
supports POP, like Microsoft Outlook or Netscape Mail.

To enable POP in your Google Mail account:

1.. Log in to your Google Mail account.
2.. Click Settings at the top of any Google Mail page.
3.. Click Forwarding and POP in the orange Mail Settings box.

4.. Select Enable POP for all mail or Enable POP for mail that arrives
from now on.
5.. Choose the action that you would like your Google Mail messages to
take after they are accessed with POP.
6.. Configure your POP client* and click Save Changes.

Also check your ports have been changed.
-----------------------------------------------------------

1.. Enable POP in your Google Mail account.
2.. Open Outlook or Outlook Express.
3.. Click the 'Tools' menu, and select 'Accounts...'
4.. Click 'Add,' and then click 'Mail...'
5.. Enter your name in the 'Display name:' field, and click 'Next.'
6.. Enter your full Google Mail email address ([email protected]) in
the 'Email address:' field, and click 'Next.'
7.. Enter 'pop.googlemail.com' in the 'Incoming mail (POP3, IMAP or HTTP)
server:' field. Enter 'smtp.googlemail.com' in the 'Outgoing mail (SMTP)
server:' field.
8.. Click 'Next.'
9.. Enter your Google Mail username (including '@googlemail.com') in the
'Account name:' field. Enter your Google Mail password in the 'Password:'
field, and click 'Next.'
10.. Click 'Finish.'
11.. Highlight 'pop.googlemail.com' under 'Account,' and click
'Properties.'
12.. Click the 'Advanced' tab.
13.. Select the box next to 'This server requires a secure connection
(SSL)' under 'Outgoing Mail (SMTP).'
14.. Enter '465' in the 'Outgoing mail (SMTP):' field.
15.. Select the box next to 'This server requires a secure connection
(SSL)' under 'Incoming mail (POP3).' The port will change to 995.
*The order of 'Outgoing' and 'Incoming' mail server fields varies by
version. Make sure you enter the correct information in each field.
16.. Click the 'Servers' tab, and check the box next to 'My server
requires authentication.'
17.. Click 'OK.'

Julian,
Just to let you know: I re-configure my Windows Mail Account set up by
following your suggested procedures of May 23 i.e. (a) enabling POP in the
Gmail website and (b) changing Ports. However, I still cannot get emails
out. Seems cannot operate Windows Mail without SMTP server of China Telecom.

The only alternative is, during travel, to send emails in Gamil website and
auto-forward copy to my main account for downloading when I get back home.

Correction. Julian is right. I forgot the last step (i.e. checking the boxes
for server authentication).

Following Julian's procedures will allow me to send / receive / store emails
at Windows Mail through Google incoming & outgoing servers over internet.
Local SMTP is no longer any issue. Thanks Julian.
