How do I set up bookmark in the insert menu for Outlook 2003?

In a new message, I am tryin to select the text to which I want to assign a
bookmark but the bookmark option doesnt show in the insert menu of Outlook
2003. Also the links group doesnt show either.

I want to create "go to the top" link embedded within a message.

how do I fix it?
