How do I set up a data file for each email address?

I use Outlook for multiple email accounts. I'd like to channel email from
one of the accounts into one personal.pst file and the other account into a
second personal.pst data file. Is this possible? It appears that all email
goes into one specified .pst file but that is for all emails accounts, not on
an account by account basis.

Sure.

Correct. If you want mail to flow into multiple PST, create the PSTs
(File>New>Outlook Data File) and then create rules that will move incoming
messages to the appropriate PST based on receiving account.
